Fishing
I think that $100,000 is too much to charge people for overfishing as the sign might have been blown over and they didn't see it. I would recommend changing them $1000 for the first time and then $10,000 for the next, then $100,000.
I think that the over fishing rule is a good one and one that should stay. It would be a shame to have some really good clean rivers and there no fish in them. I think you are being generous with letting people away with a smaller fine. I think if they are going to break the rules then they should pay for it. This will hopefully mean that they will not do it again as it will cost them a lot of money.
Do you go fishing or someone in your family? I don't, but I do like to eat fish. It is really yummy!
